Everyone talks about the weather, but it takes a master wizard to actually do something about it. Note: spells that control the weather are often banned by law.

You can command the wind within the landscape that you are standing in. You can raise or reduce the amount of precipitation by four knot’s worth of speed every hour. (That’s about 4 mph or 7.4 km/h.) You can continue altering the weather as long as you remain conscious. When the wind gets above 24 knots, people will have trouble walking around; past 40 knots, and buildings will start to fall over.
