Every character starts with one native language. If you don’t understand a language, you may have penalties to be understood. Gossip and Negotiation are impossible if you don’t understand the speaker’s language. Inquiry will only get you so far – you might know if they’re telling the truth or lying, but you won’t know what they’re saying! Presence transcends language barriers.
Reading and writing is covered by Literacy. It’s quite possible to be able to speak a language but not be able to read it!
